Cashless Bail Repeatedly Frees Violent Criminals: Pittsburgh Stabbing Suspect and Charlotte Killer Both Released Without Bond

A dangerous criminal who had been freed on cashless bail after a prior stabbing in Pittsburgh has been accused of another near-fatal attack, while a career criminal with a history of releases murdered a Ukrainian refugee.

Delvin Dobbins, the suspect in the October 1 stabbing at a Pittsburgh bus station, was previously arrested for a similar incident on September 23. Police report that Dobbins stabbed his coworker multiple times after an argument at the East Liberty station on the Martin Luther King Jr. busway. The victim is listed in serious but stable condition as of Friday.

Dobbins worked at Home Depot and was cashiered after threatening the victim over a female coworker, allegedly stating he would “fold him like an armadillo.” He faces charges of attempted homicide, aggravated assault, possessing an instrument of crime, and recklessly endangering another person. Dobbins is currently in jail. However, a judge had released him on cashless bail for his September 23 offense without requiring any financial bond.

Meanwhile, Decarlos Brown Jr., a 35-year-old with a criminal history spanning more than a dozen arrests, murdered Iryna Zarutska, a Ukrainian refugee, in Charlotte, North Carolina. Brown claimed she had called him a racial slur during the attack but video evidence shows she did not. Brown has been ruled incompetent to stand trial for state and federal charges. His prior convictions include an assault with a firearm that resulted in less than a decade in prison.
